Where did the pdf viewer go?

It figures that about a month ago all the links to documents on my site would open the pdf in a new window and I spent days finding a way to force a download. NOW that I want to have the link open the pdf, no matter waht I do the (*?*&%)%_(? file goes to download.
Please help before I go insane!
