Where is the File Manager button on the dashboard header?

Hello,
in the version 5.4.2.2, there was an option in the dashboard, the ability to integrate a button on the top bar permanently.
It was under construction Settings / General Settings "button Include File Manager for Dashboard header".
Where is this important and necessary feature / option in current versions?
With limited or no access rights to the rights directly into the dashboard have been only partially - indirectly - to access the File Manager!
This is a step back. I hope I have this option but have not just found. Clearer than in old versions of the new backend is unlikely.

thank you, that I am aware. But it is unfortunately so that these settings for other user/groups can be set. And who is not allowed into the dashboard, which can not just set unfortunately.
Maybe it works if you only granted the rights to the dashboard, then set up as a user with these rights, the quick bar with the File Manager button, and then as an admin rights for that user again limits?
Before, it was easier - if it ever could now work this way.

I have an addon currently in the PRB to add a filemanager link/icon to any front end page.

It would also be ok, if the "*" for the blue Quick Nav Bar is preserved for each user.

If you are not able to see the Quick Nav (navigation) toolbar and have access to the dashboard you can change the Quick Nav settings in System & Settings > Basic > Interface Settings.
The Dashboard pages each have some nifty options in the upper right hand corner. The star adds a link to your current page to quick navigation (that blue bar that drops down from the Toolbar when you hover over it).
The ? provides info about the page you are on. The x closes the page.
However, it really depends on how permissions are set up for the site and what the site administers have chosen to allow users access to.
You may be able to access the file manger through siteurl/dashboard/files/search/.
