Scrapbooks no longer exist, they were replaced with global areas/stacks a long time ago.

The scrapbook was technically removed several versions ago when Stacks and the Clipboard were introduced. (I think that would have been version 5.5.x).

Investigate Stacks, they're very useful for centralising content.

* I believe that if you upgrade a 5.4.x site that was using the Scrapbook, the newer versions will still show it in the Dashboard, while fresh installs simply don't enable it.
